To play a development card, simply click or tap and drag it onto the board from your list of cards at the bottom of the screen when it is your turn. It costs 1 sheep, 1 grain, and 1 ore to purchase a development card. You will be given a development card at random. It's at the bottom of the screen next to your inventory of resources.
